The trend follows into Lodges I know of and their CLOSE ties to Grand. You can't say anything against so-in-so he is friends with Grand [officer].
Master of Lodge [] disregards Grand's request for action on an event ... but is a friend of Grand [officer], nothing happens. Officer of Lodge [] disrupts a 3rd Degree and Loudly conspires against a member of Lodge IN THE DEGREE .... but is friend of Grand [officer]... nothing happens, in all cases Grand warns the Brother submitting the UnMasonic Conduct ... turn your eyes or else.
A Brother was being brought up on charges from an unaffiliated Brother, past master and current master by-pass Lodge Secretary and hand out a demitt form, brother in question calls Grand and gets Grand to officially have nothing more occur from that Lodge concerning him! Um, ....
Sad Days

I agree, power is consolidating in the Grand Lodges. However, I think the more disturbing trend, is that much of this comes from the Lodges themselves. Lodges cannot be bothered with this or that, and expect Grand Lodge to solve the problem for them.
At least in my small view of all things Masonic, I'm much more concerned about Lodges who are unwilling to take their future into their own hands, and expect the Grand Lodge, or Grand Master to do everything for them (aside from running the fish fry/pancake breakfast etc...).
